To address workforce challenges, the Orange County Regional Planning Unit and the State of California Division of Apprenticeship Standards works with companies to identify jobs that can be filled by highly competent people, regardless of educational background. Apprenticeship is an established practice in other industries for developing talent, combining classroom instruction and On-the Job training under the supervision of an industry professional. Apprenticeship reduces the need for expensive recruitment programs by creating a flow of candidates who are already screened and trained. The cost of wages for apprentices is less than that for regular employees. Additionally, apprentices who complete a program often feel a commitment to their work and loyalty to their employer. The health care apprenticeship program model has proven to be effective in training workers all across the nation.
